Dear Boyse,

As from our conversation over the telephone it seems

that my letter of the 12th October went astray, I enclose a

copy. It deals with the only point that we have on the

draft letter to Hong Kong.

As regards your letter of the 1st November, the points

raised are entirely for you and the Treasury and we should

not wish to offer any observations.
